Fort Worth appoints acting CFO

Jay Chapa, Fort Worth’s Housing and Economic Development director, has been named acting director of Financial Management Services as the city seeks a new chief financial officer.
The move comes two days after Horatio Porter announced his resignation as CFO. Porter, who announced his resignation on May 1, will begin duties as the North Texas Tollway Authority’s CFO and assistant executive director in the next few weeks.
Chapa assumes Porter’s duties on May 15.
Meanwhile, Chapa will lead the department overseeing the city’s financial administration. The Financial Management Services Department is broken into four divisions: administration, accounting, purchasing and treasury.
In his 16 years with the city, Chapa has held leadership positions in its Economic Development, Water and Budget departments. As director for Housing and Economic Development, Chapa is responsible for business retention and recruitment, housing development, grants management, the city’s real property division, small business development, the city’s business diversity office, and all incentive programs, including tax abatement and tax increment financing.
While Chapa oversees Financial Management Services, Housing and Economic Development Assistant Director Cynthia Garcia will serve as the department’s acting director.
